Summary

With the reality of budgets and competition, often the initial scope of work does not meet all the needs of the client.  The client must live within their internal constraints.  Often the architect/engineer must have the lowest price to win the work.  After the project is started, the client and/or the architect/engineer may appropriately determine that a change needs to occur to the previously agreed to scope of work.  What type of communication and system should be established to avoid surprises and properly meet the client's needs?
